Verra's coal retirement methodology won approval from the Integrity Council for the Voluntary Carbon Market, making it the first energy transition methodology whose credits can carry the CCP label, ESG News reported. The methodology, VM0052 Accelerated Retirement of Coal-fired Power Plants Using a Just Transition v1.1, sits inside Verra's Verified Carbon Standard program. Verra describes the CCP label as the highest quality benchmark in carbon markets.
The methodology creates transition credits, a category Verra describes as covering emissions avoided by closing a coal plant early and replacing it with clean power. Registered projects, expected credit volumes and pricing were not disclosed.
For fund selectors and family offices, the label gives a common integrity test to apply across credit types. Early coal retirement can then sit in the same due-diligence file as the rest of a carbon allocation, rather than in a separate bucket judged on different criteria.
The methodology requires each project to set a baseline scenario and demonstrate that early retirement is additional, or beyond business as usual, and to adopt a just transition plan. VMD0060 sets the criteria for the baseline scenario and baseline retirement date. VMD0061 requires each project to mitigate lost livelihoods for workers, households, contractors and communities.
"Coal remains the single largest source of energy-related emissions, and many coal-fired power plants in emerging economies are less than 15 years old, with decades of operating life ahead," said Mandy Rambharos, Verra's chief executive. Early retirement is difficult given the remaining life, she said, but it is also one of the largest emission reduction opportunities available, and it requires finance to compensate for lost revenue, fund replacement clean power and protect the people whose livelihoods depend on the plants.
As ESG Capital Daily previously reported, certification rather than tonnage has become the priced attribute in voluntary carbon markets. The CCP label adds a separate benchmark on top of registry issuance, and the just transition requirement in VMD0061 is the condition a developer has to meet before credits reach buyers seeking CCP-labeled supply.
