The P3 file is still paperwork, and Maryland is the test

Most of the file is advisory and unpriced; the one exception is a Maryland sports complex search that names a counterparty.

At a glance

  1. None of it carries a price.
  2. The people moves are thicker and more concrete, with a former Metrolinx chief joining Alto, Equitix appointing a new capital formation lead, and a P3 veteran taking a Washington leadership post.
  3. No highway concession turns up among the US items, whose assets run instead to a sports complex, a university leisure redevelopment and mobility hubs; the summer's pattern has been road deals ceding the center to quieter assets, and this week's file does nothing to disturb it.

The one item in P3 Bulletin's current file that names both an asset and a counterparty is a partner search for a Maryland sports complex; everywhere else the visible activity is advisory, from advisors for a Canadian waterfront development and consultants for a Washington station expansion and a Flagstaff investment roadmap to a feasibility study for a leisure project and Contra Costa County's exploration of P3 for mobility hubs. None of it carries a price.

The people moves are thicker and more concrete, with a former Metrolinx chief joining Alto, Equitix appointing a new capital formation lead, and a P3 veteran taking a Washington leadership post. Advisers and sponsors staff before they commit, which is why this slice of the file leads rather than lags; as this publication argued earlier this month, the machinery is outrunning the deal sheet.

No highway concession turns up among the US items, whose assets run instead to a sports complex, a university leisure redevelopment and mobility hubs; the summer's pattern has been road deals ceding the center to quieter assets, and this week's file does nothing to disturb it.

Washington then appears twice, in the two registers it always uses: senators have introduced legislation to expand infrastructure financing tools, and USDOT is looking to “mirror” Penn Station at Union Station, one a tool and the other an intention but neither a concession. Our account of that rail file — staffed, studied and unpriced — does not change with a Bipartisan Policy Center paper pointing to P3 potential.

Further out, the tenders name assets but stay early: Jamaica has tendered an agricultural logistics hub, a contractor is on board for a healthcare P3 in Peru, a concession is planned for a Colombian airport, and Concert sees strong potential for Canadian P3s, though each headline marks a step without stating a value.

The file's own analysis piece is the tell, with Lisa Best examining a major project left on the back foot by politics, previous experiences and community concerns, and the extract does not name it. Consent arriving ahead of capital is the constraint that has defined the data-center buildout, and in P3 it carries a longer memory: the community concerns are often about the last concession rather than the next one.

Watch Maryland over the feasibility studies. A partner search for a named asset is the shortest route from a headline to a counterparty in a file where nearly everything else is an invitation to study something.
