The P3 pipeline added advisers, studies and a bill, not assets

Consultant mandates, a California feasibility study and a Senate financing bill are piling up while no transport concession in the roundup carries a price.

At a glance

  1. The transport items nearest procurement are arguments too.
  2. Two further items are sentiment rather than scope: the Bipartisan Policy Center is highlighting P3 potential, and Concert sees strong potential for Canadian P3s — potential being the one input a pipeline never runs short of.
  3. The market is hiring ahead of itself.

P3 Bulletin’s latest roundup runs heavy on the verb “sought” — consultants for a Washington station expansion, advisers for a Canadian waterfront development, consultants for a Flagstaff investment roadmap — and light on anything a firm could bid a price against; that is real work for advisory benches rather than assets, and none of the three mandates arrives with a construction cost attached.

The two items carrying the most apparent weight hold up no better: a feasibility study under way for a California leisure plan settles whether a project exists rather than how anyone would pay for it, and Senate legislation that would expand infrastructure financing tools names nothing it would finance — the coverage offers no sponsor, no project and no figure.

The transport items nearest procurement are arguments too. Georgia is being urged to consider greater rail investment, and USDOT is looking to “mirror” Penn Station at Union Station — an ambition about a station before it is a solicitation about one. A concession is planned for a Colombian airport and an agricultural logistics hub is out to tender in Jamaica, but a tender is the front of the funnel; the only item in the roundup that names a contractor is a healthcare P3 in Peru, which tells you where execution currently sits: social infrastructure rather than transport.

Two further items are sentiment rather than scope: the Bipartisan Policy Center is highlighting P3 potential, and Concert sees strong potential for Canadian P3s — potential being the one input a pipeline never runs short of.

The market is hiring ahead of itself. Equitix has appointed a capital formation lead, a P3 veteran from Squires has taken a Washington leadership post, and the former Metrolinx chief is joining the Alto project. Those are bench and government-relations roles, the ones sponsors fill when they expect mandates to arrive later rather than when fees are already arriving; the executive churn at Equitix and Squires dates to bursts in September and late August.

This publication has argued that the P3 machinery outruns the deal sheet, and the transport file this week makes the gap look less like a timing problem than a working method: studies, mandates and enabling legislation accumulate while priced solicitations do not. Which of these items acquires a number is the test. Our own reporting on a Maine campus tender and a Colorado campus solicitation suggests the conversions keep happening lower down the market, where a scope is defined and a solicitation actually closes, rather than in the rail and station files that get studied the longest.
