Texas audit turns ERCOT queue into a data center diligence item

The state's verification sweep turns grid documentation from an assumption into a diligence item for Texas data center projects in institutional pipelines.

Texas has paused approvals for new data center connections while state regulators audit the ERCOT interconnection queue, turning the state's grid backlog into a new checkpoint for institutional capital underwriting data center real estate. Gov. Greg Abbott directed the Public Utility Commission and ERCOT to verify and audit every data center moving through the interconnection process before any new project advances, IREI reports, and projects that fail the review lose grid access while new data center approvals stay frozen until statewide standards are written. For a sector where the grid hookup separates an operating asset from a land bank, that pause stalls capital already committed to Texas sites.

The move borrows from New York, where Gov. Kathy Hochul's July executive order created the nation's first statewide moratorium on new hyperscale data centers, but Texas brings a much larger queue to the review. ERCOT is weighing more than 474 gigawatts of connection requests — a figure more than five times the grid's record peak demand — and roughly nine in ten of the new requests trace to data centers, according to the governor's office. That queue is what data center real estate capital is underwriting: land, power, and cooling priced on the assumption that the grid connection arrives.

Abbott put it plainly on ABC's "This Week" on Aug. 23: "I have pressed pause on any new data center being able to join the operations in the state of Texas," adding that the industry "basically dug their own grave."

For real estate allocators, the audit reads as delay risk rather than a kill shot — most projects should clear a documentation check — but it sorts sponsors the way the construction-cost squeeze already does. Developers who can prove a contracted power position clear the gate, while developers who underwrote the queue itself now carry a timing risk no model captured. The pause turns interconnection from an assumption into a diligence item, moving the power-sourcing test earlier in the cycle, the same separation this publication has argued the sector's cost pressures would force. Allocators who priced ERCOT power as a given now have a second question for sponsors: where does the project sit in the queue, and what documentation backs it?

The standards Texas writes next will decide whether the pause is a quarter of friction or a re-rating of ERCOT-linked projects in institutional portfolios. Whatever the audit thins — the queue or just its weakest applications — the developers who clear the new requirements first will set pricing for everyone stacked behind them.
