The Lansing Economic Area Partnership and Lighthouse Sustainability proposed a $10 billion data center campus outside Lansing, Michigan, that could reach 700 MW.
The proposal would sit in Delhi Township, south of Lansing in Ingham County, where a 12-month moratorium on new data centers took effect in April 2026. Local officials expressed surprise and dismay at the plans, Data Center Dynamics reported. LEAP and Lighthouse said no application has been filed and no end user identified.

LEAP holds an option to purchase the 423-acre Holt Economic Opportunity Park at 1375 College Road and has secured $6.5 million in state site-readiness funding. Parts of the property were previously mined for gravel.
Bob Trezise, LEAP's president and CEO, said the township had a vision for the property before the agency sought a development partner and that it chose Lighthouse for its deep renewable energy expertise.
Lighthouse Sustainability is a new data center developer founded by Gary Dorris, who previously founded Ascend Analytics, an energy analytics software and consulting company. Its website claims a development pipeline of more than 2 GW; Holt is the only project it lists, according to Data Center Dynamics.
Dorris said the announcement was an opening for residents to shape the plan. “We are not here to make a pronouncement, but to invite Holt residents to help shape a shared vision,” he said.
The moratorium runs from April 2026 to around April 2027 unless the township acts, and any proposal would then go to Delhi Township for consideration.
