EIB backs Rezolv's 1.3 GWp Dama Solar with $113 million

The loan anchors an $822 million project in Arad County, where two 15-year contracts for difference cover 520 MW of the planned capacity.

At a glance

  1. On the developer's figures it would generate enough electricity each year to supply more than 280,000 households, close to a million people, and could employ around 1,500 workers at peak construction over the next three years, with construction and supply-chain activity supporting the regional economy around it.
  2. The $113 million works out to roughly 14 percent of the $822 million project cost, though what Rezolv's own account stresses is less the ticket size than the anchor position.
  3. Underneath the package sits a revenue structure rather than a green label: two 15-year contracts for difference cover 520 MW of the 1.3 GWp of planned capacity, about 40 percent of the total, while Rezolv plans to sell the remainder into the market and supply commercial and industrial customers under long-term agreements.

The European Investment Bank is putting $113 million into Dama Solar, the 1.3 GWp photovoltaic project Rezolv Energy is developing in western Romania at a cost of $822 million, as ESG News reported; the plant would rank among Europe's largest solar installations and connect directly to Romania's high-voltage transmission network.

The site sits in Arad County, one of Romania's cohesion regions, which is why the EIB's participation carries an InvestEU guarantee to pair energy-security goals with the EU's push to direct capital toward less-developed territories; a related piece in the same outlet's file covers a separate $46 million EIB investment in modular nuclear.

"Europe needs more clean energy, and it needs it at scale," EIB Vice-President Ioannis Tsakiris said, calling Dama Solar an example of European investment supporting energy security, climate action and regional development together.

The $113 million works out to roughly 14 percent of the $822 million project cost, though what Rezolv's own account stresses is less the ticket size than the anchor position. Jan Viton, the developer's head of financing, credited "EIB's anchor ticket," supported by InvestEU, with underpinning the wider package, and said the EIB team worked with "other relationship lenders" to deliver the transaction on what he called an extremely aggressive timetable; those other lenders are not identified in the coverage.

As this publication has argued, transition capital has stopped waiting for labels: the queue and the offtake are the collateral, and Dama Solar's contracted share is the most legible number in the file.

That leaves roughly 780 MW of capacity whose revenue depends on merchant sales and industrial supply agreements rather than fixed-price contracts, and the transaction closed on 30 September, per this publication's records. The coverage does not say whether Rezolv intends to sign further contracts for difference, which means the uncontracted share of a 1.3 GWp asset is the exposure the next lender into the project has to price.
