Canadian taxonomy council keeps green and transition labels, defers oil-and-gas abatement category

The council said it had insufficient information to include or exclude the oil-and-gas abatement category; research begins in 2027.

The Canadian Taxonomy and Transition Planning Council kept 'green' and 'transition' labels in its final methodology report and left an oil-and-gas 'abatement' category undecided. The council published the report for its sustainable finance taxonomy on Oct. 21.

The council said there was not yet enough information to include or exclude an abatement category. Research set to begin in 2027 will assess whether it aligns with the taxonomy's mission, ambition and principles. It will also examine the scope of activities that might be eligible and whether technical screening criteria and guardrails could reduce the risk of carbon lock-in, greenwashing and stranded assets.

The taxonomy is meant to give investors a common set of criteria for identifying sustainable investments and steering capital toward projects that cut emissions in line with Canada's net-zero goals. Canada announced plans late last year to launch it by the end of 2026, saying the criteria would let companies issue green or transition bonds and investors assess the credibility of sustainable products.

What the July draft proposed

The July 2026 draft proposed three categories. 'Green' covered zero to near-zero emission climate solutions. 'Transition' covered emissions-intensive activities able to achieve deep emissions reductions and reach the scale of decarbonization needed to align with the green definition by mid-century. 'Abatement' covered activities delivering significant, immediate-term emissions reductions in high-emitting sectors expected to see demand decline on the path to net zero, with upstream oil and gas production given as an example.

The council's account of the consultation found that a majority of stakeholders strongly opposed the abatement category. The concerns it cites are that the label could support extending the life of fossil fuel assets, create carbon lock-in or stranded-asset risk, and complicate interoperability with other taxonomies.

What the deferral leaves open

Research starting in 2027 begins after Canada's end-of-2026 launch target, suggesting the first version investors use will rest on two labels, green and transition, with abatement unresolved. For issuers in emissions-intensive sectors, the near-term question becomes whether a project can meet transition criteria rather than whether a dedicated abatement label exists.
