Canada taxonomy council publishes final methodology, leaves abatement measures for research

The voluntary framework sets green and transition categories; criteria for electricity, buildings, transportation, mining, manufacturing and forestry/agriculture are scheduled by the end of 2027.

At a glance

  1. The report confirms green and transition investment categories, environmental and social safeguards and core principles for a voluntary national taxonomy that aims to give investors consistent criteria for identifying climate-aligned economic activities across Canada.
  2. The Council determined that insufficient information exists to include or exclude a separate abatement measures category.
  3. The methodology draws on global evidence, input from 70 expert advisors and nearly 200 public feedback submissions, the Council said.

Canada's Taxonomy and Transition Planning Council published its final Methodology Report on October 20, 2026. The report confirms green and transition investment categories, environmental and social safeguards and core principles for a voluntary national taxonomy that aims to give investors consistent criteria for identifying climate-aligned economic activities across Canada.

The Council determined that insufficient information exists to include or exclude a separate abatement measures category. Further feasibility research will assess whether such activities align with the taxonomy's objectives, ambition and principles, according to the report. Proposed environmental and social safeguards, including protections concerning Indigenous Rights, will go to consultation during the next development stage.

The methodology draws on global evidence, input from 70 expert advisors and nearly 200 public feedback submissions, the Council said. Representatives of more than 30 Indigenous organizations also contributed perspectives, and the report states the methodology accounts for Canada's economic structure, geography, legal framework and Indigenous Rights.

Marlene Puffer, chair of the Council, framed the report around the work still outstanding. "While we still have a lot of work ahead of us, the Methodology Report marks a significant milestone for sustainable finance in Canada," she said, adding that the foundation puts the project on course to deliver the "credible, usable, interoperable taxonomy that investors need."

Sector criteria due by end-2027

Criteria for electricity, buildings, transportation, mining, manufacturing and forestry/agriculture are scheduled for development by the end of 2027. The Canadian Climate Institute, the taxonomy's research custodian, has established technical working groups for the first three of those.

Those criteria will define qualifying near-zero activities, identify dead-end transition pathways and assess the potential inclusion of nuclear energy, data centres and carbon removals. Business Future Pathways plans to publish draft sectoral criteria for public feedback later this winter.

What the report does and doesn't settle

The published document fixes the interpretive layer — categories, safeguards, principles — rather than the technical thresholds that determine whether a specific project or loan qualifies. That distinction matters for the deadline: until sector criteria exist, the taxonomy offers investors a shared vocabulary but not a screen they can apply to individual assets. The abatement question sits in the same holding pattern, with the Council committing only to study whether such activities fit the framework's objectives and ambition.
