AIB Data Centers plans to replace 20 mining containers at its Spartanburg County, South Carolina site with a 50MW AI data center leased to Nebius for an initial 12 years.
The project, called CLT1, would occupy about 16 acres at 389 Tyger River Industrial Drive in Moore, according to a draft development agreement in the county's Oct. 19 council papers. The Nebius lease, announced Sept. 30, covers 50MW of critical IT capacity and carries two five-year renewal options. A separate 15-year agreement supplies 65MW of utility power. AIB's October investor presentation estimates two 25MW data halls delivered in the fourth quarter of 2027.
For an allocator, the diligence items are the prepayment schedule behind Nebius's lease and the draft's 50MW cap on IT capacity, which limits how much offtake the site can host. The draft anticipates $1.2 billion of investment by AIB and its tenant. The proposed obligations include at least $400 million of capital investment, at least 28 full-time jobs directly or through sublessees and $12.6 million in community benefit payments over the initial 12-year term. AIB expects customer prepayments, project debt and preferred equity to fund construction, and says project financing has not been completed.
Spartanburg County adopted a one-year moratorium on new data centers in September. The published ordinance exempts qualifying facilities of up to 65MW of IT capacity in named industrial parks or on former industrial sites, provided they do not generate electricity beyond emergency backup, and it restricts how close new projects can sit to other data centers. Exempt projects must meet lighting, noise and landscaping requirements and sign a development agreement with the county. Cryptocurrency mining falls outside the ordinance's definition of a data center, and the proposed AIB agreement states that CLT1 qualifies for the exemption. AIB disclosed plans to repurpose the site before the moratorium was adopted.
"Time-to-power is the binding constraint on AI infrastructure today," Nebius chief product and infrastructure officer Andrey Korolenko said when the agreement was announced.
Nebius also holds up to 50MW as anchor customer at Neom's Oxagon and in October secured a $3.5 billion Citi credit facility, as Private Wealth Daily previously reported.
A county public notice schedules a hearing on the development agreement for Nov. 3.
The binding number is a third of the headline figure
Minimum capital committed in the draft agreement vs. anticipated project investment
Minimum committed
$400M
Anticipated total
$1.2B
The draft obliges at least $400M; $1.2B is AIB's plan for the site.
