World Bank prices the only deal in a file of mandates

A $50 million sanitation financing is the sole commitment in a P3 Bulletin roundup otherwise composed of advisory hires, consultant tenders and feasibility studies.

At a glance

  1. The coverage does not say whether the $50 million is debt, a guarantee or a grant, who the private partner is, or whether procurement has closed, which makes the one priced entry also the one whose terms are least visible.
  2. None of those entries carries a value.
  3. The hires say more than the mandates.

The World Bank has agreed to $50 million to back a sanitation P3 in Paraíba, the only item in P3 Bulletin's current roundup with a dollar figure attached; around that number sits a file built almost entirely from process — advisory mandates, executive hires, feasibility studies, consultant tenders and a Senate bill to expand infrastructure financing tools.

The coverage does not say whether the $50 million is debt, a guarantee or a grant, who the private partner is, or whether procurement has closed, which makes the one priced entry also the one whose terms are least visible. That asymmetry suggests the credit, not the concession design, is what is actually being underwritten.

The rest of the file is process: Accenture is launching Construct, an infrastructure advisory business, while Equitix has appointed a capital formation lead, a former Metrolinx chief is joining the Alto project and a P3 veteran from Squires has taken a Washington leadership post; advisers are being sought for a Canadian waterfront development, and consultants for a Washington station expansion and a Flagstaff investment roadmap. None of those entries carries a value.

The hires say more than the mandates. A consulting firm standing up a P3 advisory practice and a fund manager appointing a capital formation lead are both forward bets: advisory benches and fundraising staff get built when a firm expects deals, not when it has them. Neither announcement names a project.

Actual assets sit in social and leisure infrastructure. Cali is seeking P3 partners for an indoor sports complex, and a leisure plan feasibility study is also underway; Maryland wants a partner for a sports complex; Jamaica has tendered an agricultural logistics hub; Peru's healthcare P3 has a contractor on board; Colombia has a concession planned for an airport. Transit sits further back — Contra Costa Transit Authority is exploring P3 for mobility hubs, and USDOT is looking to "mirror" Penn Station at Union Station.

Washington is where this market's language is being written. The Union Station plan lands on a rail file that is staffed, studied and unpriced, and the Senate legislation would expand the financing toolkit before a visible pipeline has asked for it. This publication has argued that road deals cede the P3 center to water, rail and federal tools and that the machinery is being built faster than the deals; nothing in this roundup cuts against either call.

Against the Bank's own recent file, $50 million is small — its name has been attached to items carrying $4.0 billion and $2.9 billion since mid-August — which makes Paraíba look like a pilot rather than a program. The test is whether Washington's station expansion or Flagstaff's roadmap produces a solicitation with a value on it. Until one does, every mandate in this file is being staffed against a pipeline that has not priced, and a sanitation concession in Paraíba remains the only thing anyone has put money into.
