USS hires CalSTRS veteran to run private equity

One senior hire imports CalSTRS's private-equity judgment into a UK scheme.

Universities Superannuation Scheme has hired Robert Ross, a senior private equity investment manager at CalSTRS, to oversee its private equity portfolio, Private Equity Wire reports, citing Bloomberg. Ross joins from the California State Teachers' Retirement System, the US public pension plan where he worked on the private equity side, though the report does not say when he starts or what his formal title will be.

The allocator-world version of a team liftout runs on familiar logic: an RIA liftout buys relationships and a revenue stream, and a pension-fund hire buys institutional memory. Ross carries CalSTRS's method for sizing commitments, negotiating terms, and monitoring a private-equity portfolio across the Atlantic, handing USS experience it would otherwise have to accumulate one deal at a time. It is a trade worth watching even without a disclosed price tag.

The hire lands as this publication has argued: the private-markets battle has moved from access to liquidity and fee transparency, and the allocators who manage the money are now the scarce resource. A fund importing a senior public-plan investor is betting that judgment transfers faster than it can be developed in-house; that is usually a reasonable bet, and it suggests USS wants its private-equity book led by someone who has been through the cycles.

The hire cuts both ways for CalSTRS, which loses an investor who knows its portfolio and manager relationships from the inside, a loss of continuity that no job posting fills quickly. The coverage does not say how the pension plan intends to backfill the seat, but the episode is another reminder that the talent war that reshaped the advisor business is running in parallel among allocators.

If Ross is brought in to reshape the existing portfolio, the UK scheme will look different in a few years; if he is only nominally in charge, the import will have been wasted. The next vintage USS commits to will show which version it got.
