Umatilla declared an emergency over a permit freeze that the city says could delay more than $5 billion in investment and set projects back two years. The Bureau of Land Management is weighing 35 data center-related applications on western public land, according to a Center for Western Priorities tracker.

O-Green, an Oman-affiliated fund, plans a €7.4 billion, 570MW campus in San Mateo de Gállego but holds grid permits for only its first 90MW phase, leaving roughly 480MW without permitted grid capacity. The project is reported to replace Vantage's €3.2 billion plan. The Center for Western Priorities tracker counts 17 of the 35 BLM filings as campuses and 13 as AI-supporting infrastructure.

Umatilla's resolution puts a two-year delay on the table for projects caught in the freeze. For allocators underwriting data center exposure, that makes permit status a pricing term akin to power price or tenant covenant: a lender that treats approvals as a closing condition, not a post-close workstream, is underwriting a different risk premium.
