Three equity partners split a Madison apartment building as a small conviction bet

The Duncan reached delivery with a bank lender and three equity partners behind it, which says more about how institutional capital is sizing Midwest multifamily than the ribbon did.

At a glance

  1. The revealing arithmetic is three equity partners on one 309-unit building: Vermilion Development is the local name, Clarion Partners and Quartz Lake Capital are the institutional ones, and each partner's exposure is accordingly modest.
  2. Clarion's scale explains why modest reads as deliberate.
  3. The apartment winners of the next cycle are the capital that can underwrite the 2028-29 supply gap today, and The Duncan is that trade in miniature: a bank lender and three equity partners funding delivery into a Midwest market where new supply is thinning behind a construction queue that has not reopened.

The ribbon fell recently on The Duncan, a 309-unit community on 8.2 acres at 1625 Lock Lane on Madison's Isthmus, with studio, one-, two- and three-bedroom residences plus townhomes, and three separate firms holding the equity above it.

The revealing arithmetic is three equity partners on one 309-unit building: Vermilion Development is the local name, Clarion Partners and Quartz Lake Capital are the institutional ones, and each partner's exposure is accordingly modest. That arrangement is a sampling of the market rather than a position in it, and it says something about what apartment equity is willing to commit to secondary Midwest supply before the rents prove out.

Clarion's scale explains why modest reads as deliberate. PRED's records put the manager at $73.7 billion in regulatory assets across 45 accounts and 321 employees as of Sept. 19. Earlier this month it took a majority stake in the Stoneshield platform, which tripled its European AUM and pushed it into living, student housing and digital infrastructure alongside a logistics-heavy book. A 309-unit Madison community is a position Clarion can hold next to a European platform and an industrial portfolio without either one straining the other.

The apartment winners of the next cycle are the capital that can underwrite the 2028-29 supply gap today, and The Duncan is that trade in miniature: a bank lender and three equity partners funding delivery into a Midwest market where new supply is thinning behind a construction queue that has not reopened. The units exist as of the ribbon. The competition may not exist for another three years.

Greystar takes the property management assignment and is in the market on four separate deals since Aug. 31, which makes it the party converting The Duncan into income. The operator-and-location thesis we tested at Boerne's 324 units carries over with the same two variables: whether Madison renters show up at Lock Lane, and whether the amenity set closes tours. The coverage does not disclose the project's cost, its asking rents, or lease-up expectations, so the returns stay invisible until the asset trades or refinances.

The first two quarters of leasing at 1625 Lock Lane will say more about whether three equity partners was the right number than the ribbon did.
