S+B's 12MW Bucharest plan hinges on a grid request

Bucharest already hosts at least 31 data centers and Romania's announced pipeline runs to 80MW and 70MW, so NIMB's power request matters more than its floorplate.

At a glance

  1. Beside the building permit sits the grid connection request, and the coverage does not say whether capacity has been granted or where that request stands in line.
  2. For a 12MW project, the electrical paperwork is the more valuable half, and Romania shows why.
  3. Bucharest itself already hosts at least 31 data centers, according to DataCenterMap, which puts NIMB in a market with supply rather than one with scarcity, and S+B describes the project as the city's first purpose-built data center even though the report notes at least one other operator has made the same claim.

S+B Gruppe has planning permission for a 12MW Tier III data center named NIMB in Bucharest's northern office district, the Vienna developer's first project in Romania's data center market after a portfolio built on offices and residential work, with 3,400 square meters of white space and a 2028 opening target. Beside the building permit sits the grid connection request, and the coverage does not say whether capacity has been granted or where that request stands in line.

For a 12MW project, the electrical paperwork is the more valuable half, and Romania shows why. As PWD reported in August, Warehouses De Pauw holds an approved grid connection for 380MW across two possible data centers outside Bucharest, power rights secured before a project had a name, while the same account describes WDP's general interest in data center investment alongside unconfirmed reports of two facilities in Ilfov County. S+B is asking the network a far smaller question: one site, 12MW, a request rather than a grant. A signed interconnection position is worth more than a signed lease in constrained markets, and the rest of the country's announced pipeline, DriverAI's 80MW in Cluj county and Sany International's 70MW in Timișoara, suggests the queue S+B joins is not getting shorter.

Bucharest itself already hosts at least 31 data centers, according to DataCenterMap, which puts NIMB in a market with supply rather than one with scarcity, and S+B describes the project as the city's first purpose-built data center even though the report notes at least one other operator has made the same claim. Purpose-built is a positioning line, not a moat. The report, citing Data Centre Magazine, says NIMB will court cloud providers, hyperscale operators, technology firms and financial institutions, and that tenants will reach international networks through all major carriers operating in Romania. No tenant is named.

Which of those tenant types signs first, and at what rent, decides whether NIMB is infrastructure or a merchant shell: hyperscaler anchors set the infrastructure price, everything else fights for capital, and a 12MW Tier III building with no contracted cash flow sits in the second bucket until a lease moves it. S+B's balance sheet, with more than 414,000 square meters of real estate across central and eastern Europe and €8.1 billion ($9.4 billion) of investment volume, is the argument for patience and also why this entry is a small bet for the parent. The sharper question for Romania is whether a first-time entrant builds to lease or builds to sell, since nothing in the coverage commits the project to either.

A 2028 opening gives the developer time to turn a grid request into an approved connection and a target list into a signature. Which arrives first, the grid approval or the signed lease, will say more about the asset's worth than the opening date will.
