Retail plaza's apartment conversion hinges on rezoning math

An $18.85 million retail buy becomes a 736-unit density play if Deerfield Beach approves the rezoning.

At a glance

  1. JBL, the developer pursuing the plan, is asking the town to rezone the parcel, Connect CRE reports.
  2. Under the requested zoning, the site would hold two eight-story towers, one with 394 units and the other with 342, plus two parking garages with a combined 1,232 spaces.
  3. The numbers cut one way.

Rivertowne Square, a 13-acre retail center on Deerfield Beach's S. Federal Highway, may trade its 1980-era retail identity for a 736-unit apartment complex. JBL, the developer pursuing the plan, is asking the town to rezone the parcel, Connect CRE reports. The South Florida Business Journal, cited in the report, said JBL paid $18.85 million for the property, which currently holds 144,000 square feet of retail space.

Under the requested zoning, the site would hold two eight-story towers, one with 394 units and the other with 342, plus two parking garages with a combined 1,232 spaces. The unit mix is 116 studios, 379 one-bedrooms and 241 two-bedrooms, with a pool, clubhouse and fitness center. The skew toward one-bedrooms — 379 of 736 — signals a tenant base of singles and couples, and the parking ratio of roughly 1.7 spaces per unit says the developer expects most of them to drive. The commercial piece shrinks: the plan calls for 75,527 square feet of retail, of which 24,000 square feet is new ground-floor space and the rest exists today. Deerfield Beach-based Gallo Herbert Architects designed the project.

The numbers cut one way. Seven hundred thirty-six units on 13 acres works out to roughly 57 units an acre, a density no 1980-vintage retail box ever had to justify. At $18.85 million, the purchase price pencils to roughly $131 per square foot of today's retail, but the asset being underwritten is the 736-unit entitlement. JBL is effectively buying a land option on a rezoning outcome; if the town approves, the asset's value gets reset by entitlement rather than by the old rent roll.

The retail math is the tell. The proposed commercial footprint, 75,527 square feet, is just over half the old center's 144,000, and 24,000 of it is new ground-floor space in the residential towers. Subtracting the new space leaves 51,527 square feet of existing retail carried into the project. The developer keeps some income and street-level activity while shifting the property's weight decisively to housing.

That is the rotation worth tracking. Retail that cannot compete for tenants is being repriced as the land beneath infill housing, and South Florida's housing shortage gives the math a tailwind. The proposal is still a long way from a foundation — the town has only begun to consider the rezoning — but the Deerfield Beach commission's decision, when it comes, will be the first clear read on whether the purchase price and the entitlement converge. Its outcome will tell owners of similar aging plazas in Broward whether the conversion route is worth the public process.
