Peru signs its first transmission bundle, P3 Bulletin reports

No counterparty, term or capital figure was disclosed. The same roundup lists an Equitix hire, a Metrolinx-to-Alto appointment, and three items already covered.

At a glance

  1. Beyond Peru, the digest is advisory work: consultants are wanted for a Flagstaff investment roadmap and for a Canadian waterfront development; Colombia needs advisers for a hospital P3; the US Navy is reviewing Seal Beach submissions; Contra Costa's transit authority is exploring mobility hubs; and a Georgia city wants development consultants.
  2. Grid access is where the constraint sits.
  3. Equitix has appointed a capital formation lead, and a former Metrolinx chief is joining the Alto project; P3 Bulletin names neither appointee, leaving the fundraising side of both moves outside the entry.

Peru has signed its first transmission bundle, P3 Bulletin reports, an item that stands alone in the outlet's latest roundup: no counterparty, no term, no capital figure, and no other transmission asset anywhere in the file.

Only a handful of entries in this file record money committed or contracts signed.

Grid access is where the constraint sits. A signed transmission bundle looks at the same scarcity from the seller's side, because sponsors buying a power path treat interconnection as the price of admission and a government that owns the wires is selling an input everyone else needs. P3 Bulletin attaches no value to Peru's bundle, so there is nothing yet to test it against, and the terms, when they surface, will be worth setting beside the next bundle tendered.

The fundraising seat and the rail job

Equitix has appointed a capital formation lead, and a former Metrolinx chief is joining the Alto project; P3 Bulletin names neither appointee, leaving the fundraising side of both moves outside the entry. Staffing the seat that raises money while the investable pipeline stays thin is a pattern PWD noted in September, when fund managers, state DOTs and senators were all gearing up for a P3 pipeline that a stopgap-funded federal government had not committed to.

Three of the roundup's items have already been covered this month: the World Bank's $50m backing for the Paraíba sanitation P3, reported on 23 September as the only commitment in a file of mandates; Harrison Street's $2.9bn energy acquisition, reported with no target, seller or closing date on 30 September; and the termination notice on the Miami courthouse P3, reported on 1 October. Link lists carry yesterday's deals alongside today's.

Peru turns up twice in this file, on the bundle and on a contractor appointment for a healthcare P3. Whether a second bundle is tendered, and whether the first is ever published with terms, is what to watch.
