First schools open under Maryland's $800m P3 program

P3 Bulletin's roundup also lists World Bank backing for a $50 million Paraíba sanitation P3 and Brazil's 2027 transport concession pipeline.

$800mP3 program

At a glance

  1. The roundup carries the opening as a single line, with no concessionaire named and no contract length, funding split or payment mechanism given.
  2. The missing terms are the ones that would price the asset.
  3. At $800 million, the Maryland program is 16 times the size of the Paraíba financing.

The first schools have opened under an $800 million P3 program in Maryland, according to P3 Bulletin's latest roundup of project news.

The roundup carries the opening as a single line, with no concessionaire named and no contract length, funding split or payment mechanism given.

The missing terms are the ones that would price the asset. An allocator cannot map the $800 million to a payment stream without knowing who holds the concession, whether the authority pays on availability and over what tenor. That makes the opening a delivery milestone rather than a comparable an investor can underwrite today.

The same roundup lists World Bank backing for a $50 million sanitation P3 in Paraíba and a headline saying Brazil has unveiled a transport concession pipeline for 2027.

At $800 million, the Maryland program is 16 times the size of the Paraíba financing. Neither item carries a project count beyond the single named scheme, and the Brazil pipeline entry carries no value at all.

Equitix's new capital formation lead and an adviser search for a Canadian waterfront development also appear in the listing, after featuring in an earlier P3 Bulletin roundup, as Private Infrastructure Daily previously reported.

What the Maryland line does not settle is structure. Whether the schools were procured as an availability-based concession or on another payment basis is the term an allocator would need before treating an opened school estate as a read-across to other social-infrastructure pipelines in the market.

A pipeline headline without a number

Brazil's entry is the largest in scope and the thinnest in detail: a national concession pipeline for 2027 with no sectors, project names or capital cost attached in the listing. For transport concessionaires, that is a calendar marker rather than a bidding opportunity. The Paraíba item is the reverse, a named multilateral commitment with a figure but no procurement date, tenor or co-funding partner in the roundup.

The three items together describe the range of what a P3 listing reports: a completed delivery milestone, a signed financing and an announced pipeline. Only the first two come with numbers, and the numbers are not comparable to each other — one is program scale, the other a multilateral commitment.

The next firm detail to watch is a concession award or financial close on any of the three, neither of which the listing dates.
