Nuveen closes $281M C-PACE loan, a New England record, on Boston condos

A New England record C-PACE loan anchors an $856 million refinancing of Boston's Winthrop Center.

C-PACE has long been a small-loan business: a solar array here, a boiler retrofit there. Commercial Observer reports that Nuveen Green Capital has closed a $281 million loan at Boston's Winthrop Center that breaks that pattern. The loan is secured by the condo inventory of a 62-story tower, and Nuveen calls it the largest commercial PACE financing New England has seen.

Millennium Partners, the developer, announced the fixed-rate loan Friday afternoon. The proceeds fund energy efficiency upgrades across the roughly 800,000-square-foot mixed-use building. The building was completed in 2023. The loan runs through Massachusetts' PACE program, which repays lenders through a property assessment.

The C-PACE piece was not alone. Morgan Stanley led a $575 million single-asset CMBS loan for the office and retail portion, according to a Moody's presale report. CoStar first reported the MP Trust 2026-WTRP transaction. Together the two pieces make up an $856 million refinancing. It retires a construction loan Cale Street made in October 2020, after an earlier lender backed out during the pandemic, according to sources cited by Commercial Observer.

The condo inventory drew competition of its own. Multiple debt funds chased the loan, according to a person familiar with the transaction. The collateral is unsold residential units in a 2023 building in downtown Boston, rather than a stabilized office lease.

The assessment gets bigger

The size is no accident. In June 2026, MassDevelopment and the state's Department of Energy Resources updated the PACE Massachusetts program to set financing levels for new construction projects based on compliance with local building codes. A formula keyed to code compliance is easier to underwrite than a negotiated cap. That is likely what let a tool built for retrofits carry $281 million of permanent capital.

Debt funds should feel the shift. C-PACE has moved from a small slice of a financing to a takeout instrument that runs alongside the CMBS market. The assessment is $281 million. The securitized loan is $575 million. The specialty lender and the bond market are sharing due diligence on the same asset. That is a bigger change than any single loan amount.

The condo piece is harder to underwrite than the office tower. C-PACE on for-sale inventory carries a wrinkle: the assessment attaches to the property, and the collateral pool shrinks as units sell. Nuveen had to price a declining base. The result, a New England record by the lender's count, suggests location and assessment mechanics gave Nuveen enough confidence.

The next test is whether other developers follow. Boston's rule change gives them a formula; Winthrop Center gives them a comp. The lenders who chased this loan will chase the next one.
