MDOT P3 expert moves into MDTA finance seat

A within-government transfer puts scarce concession experience in the room when the next project's capital structure is set.

At a glance

  1. The direction deserves a second look: a public-private partnership specialist is crossing from the project-development side to the finance seat, where the terms of the next deal will be set.
  2. The hard asset in any P3 program is the person who has lived through a procurement—someone who takes years to develop and is expensive to replace.
  3. As PWD has reported, state DOTs are 'staffing up for a P3 pipeline' even as the federal surface transportation program runs on a stopgap—staffing that has mostly meant adding advisers and procurement officers.

MDOT's P3 expert is taking a finance role at MDTA, P3 Bulletin reports, and the headline reads like routine personnel administration. The direction deserves a second look: a public-private partnership specialist is crossing from the project-development side to the finance seat, where the terms of the next deal will be set.

The hard asset in any P3 program is the person who has lived through a procurement—someone who takes years to develop and is expensive to replace. Keeping that person inside a public agency is a quiet strategic act, and placing them on the financing side deepens the agency's ability to think about risk when debt is structured rather than only when a contract is negotiated.

As PWD has reported, state DOTs are 'staffing up for a P3 pipeline' even as the federal surface transportation program runs on a stopgap—staffing that has mostly meant adding advisers and procurement officers. Moving a P3 expert into an MDTA finance role, by contrast, adds no headcount but repositions institutional memory: an allocation, not a hire.

The move points to expectation. A public agency that had stopped pursuing concessions would have no reason to transfer its P3 expert into finance, and one that expects another concession wants that experience in the room when the capital structure is chosen.

The same P3 Bulletin update lists Equitix's new capital formation lead and a Squires P3 veteran taking a Washington leadership post, reminders that the private sector is actively hiring for P3-related roles. This transfer stays on the public side of the market, which makes the MDOT-to-MDTA move look less like routine administration and more like a deliberate way to keep deal experience available without losing it to a private employer.

Whether the transfer pays off depends on what the MDTA finance role actually controls. If it is a routine treasury seat, the P3 knowledge may fade into the debt calendar, but if it sits inside the authority's capital planning, the agency has put someone who understands concession risk in a position to shape how the next project is financed. If state P3 deal flow stays thin, the move may matter little; if the next round of concessions comes, the agency will face a choice between rebuilding knowledge from scratch and already having it on the finance side. This transfer is the cheaper version.
