Wells Fargo's three seats at one affordable table

On a 120-unit Pasco County project, the bank buys the tax-credit equity, holds the construction loan, and will service the Freddie Mac permanent loan.

At a glance

  1. McDowell Housing Partners has closed the construction loan and started work on Ekos at Bayonet Point II, the second phase of a three-phase community planned to bring 360 affordable homes to the county.
  2. The capital stack blends Florida Housing Finance Corporation tax-exempt bonds and subordinate financing through its SAIL, ELI and HOME-ARP programs with 4% housing tax credits that Wells Fargo Community Lending & Investment purchased; the bank also placed the senior construction loan.
  3. Affordable housing runs on a different clock than market-rate construction, and lenders willing to learn the tax-credit mechanics can build recurring volume.

Wells Fargo is the tax-credit buyer, the construction lender, and the future servicer on a 120-unit Pasco County project, a triple role that gives the bank three revenue streams from one affordable housing deal. McDowell Housing Partners has closed the construction loan and started work on Ekos at Bayonet Point II, the second phase of a three-phase community planned to bring 360 affordable homes to the county. Connect CRE reported the $38.9 million phase, at 7526 McDowell Way in Hudson and a block from HCA Florida Bayonet Point Hospital, is expected to finish in spring 2028; the units are age-restricted, and rents and incomes will be capped across three tiers of Area Median Income.

Freddie Mac will provide the permanent financing, with Wells Fargo Multifamily Capital servicing it, and the permanent lender was named before construction started—a sign the entire stack was arranged before the first pour.

That pre-arranged exit fits a market in which Fannie Mae and Freddie Mac took 40% of multifamily originations in 2025 and overall lending rebounded 32% as rate volatility eased. Affordable housing runs on a different clock than market-rate construction, and lenders willing to learn the tax-credit mechanics can build recurring volume.

The FHFC subordinate layers cushion some of the risk, but the senior loan still carries lease-up exposure until Freddie Mac funds. A standalone construction loan would be a one-time transaction; this one adds servicing revenue after the takeout. The construction mandate is the path to the permanent-loan servicing relationship, and the tax-credit purchase is the entry fee. That is a sound trade for the bank, and a reminder that in affordable housing, the debt desk is really selling a relationship, not a loan.
