JPI plans 397 apartments near TSMC in Phoenix, but won't start until next spring

The fourth phase at City North would deepen a 2,500-unit residential core while JPI waits to read Mill Creek's third-phase lease-up.

At a glance

  1. The project is the fourth of eight apartment buildings the master plan allows, part of a residential core of roughly 2,500 units plus retail and office space.
  2. JPI's phase four would add the amenity package that is the price of entry for new suburban product: a pool, indoor and outdoor dog parks, coworking space, and a fitness room.
  3. Eight multifamily buildings and roughly 2,500 residential units make City North a multi-year supply story, with Mill Creek's third phase under construction and JPI's fourth still on the drawing board.

Ground is not expected to break until next spring or summer on JPI's 397-unit fourth phase at City North, the 100-acre master-planned community near TSMC in North Phoenix, according to Connect CRE. The project is the fourth of eight apartment buildings the master plan allows, part of a residential core of roughly 2,500 units plus retail and office space. The first two phases, Sunela and Azur, are already built—Sunela alone cost just under $100 million—while Mill Creek Residential's third phase is under construction and expected to finish by the end of next year.

JPI's phase four would add the amenity package that is the price of entry for new suburban product: a pool, indoor and outdoor dog parks, coworking space, and a fitness room. The schedule matters more than the amenities. With apartment capital repricing per door even as buyers stay active, the pause reads as a bet that renovated, cash-flowing apartments keep their premium over vintage assets and that TSMC's proximity supplies a demand story ordinary suburban infill lacks. New, amenity-heavy product is the tier still commanding that premium, and developers who time delivery to that demand rather than chase the current cycle are the ones who capture it. Waiting is not indecision so much as a correct read of a market where early starts are expensive and the strongest part of the rent band belongs to the developer who can wait for it.

Eight multifamily buildings and roughly 2,500 residential units make City North a multi-year supply story, with Mill Creek's third phase under construction and JPI's fourth still on the drawing board. That sequencing gives JPI a read on Mill Creek's lease-up before it commits hard construction capital—a prudent posture when financing costs have reset and buyers are paying for current cash flow. Sunela's near-$100 million cost is a useful proxy for the capital at stake in a single phase. The next 12 months will show whether the third phase leases up on schedule and sets the tone for JPI's go-decision.
