IFC and BlueOrchard announce emerging-markets private debt vehicle targeting $2bn

The vehicle has $300 million committed at first close, with Tokio Marine Group as anchor investor.

At a glance

  1. The fund builds on IFC's Managed Co-Lending Portfolio Program, which lets institutional investors co-invest alongside the World Bank Group member in emerging-market loans.
  2. Tokio Marine Group chief executive Masahiro Koike called the commitment "a natural next step in Tokio Marine Group's longstanding partnership with IFC," citing the pairing of IFC's origination capacity with BlueOrchard's record in emerging-market debt.
  3. BlueOrchard closed a separate $250 million vehicle in September 2026 that this publication reported was built around Solvency UK eligibility, with a development bank paying for the regulatory mapping before capital was called.

The International Finance Corporation and BlueOrchard, Schroders' impact investment arm, announced a partnership on October 12 to launch an emerging-markets private debt vehicle targeting up to $2 billion in commitments. The vehicle has $300 million committed at its first close, roughly 15% of the stated maximum, with Tokio Marine Group as anchor investor, according to ESG Today's report on the announcement.

The fund builds on IFC's Managed Co-Lending Portfolio Program, which lets institutional investors co-invest alongside the World Bank Group member in emerging-market loans. It uses an evergreen structure: investors subscribe and redeem during specified windows, and capital is recycled into new investments rather than returned as a fixed-life portfolio runs off. The companies describe it as designed for private investors including pension funds, insurers and sovereign wealth funds.

Tokio Marine Group chief executive Masahiro Koike called the commitment "a natural next step in Tokio Marine Group's longstanding partnership with IFC," citing the pairing of IFC's origination capacity with BlueOrchard's record in emerging-market debt. BlueOrchard CEO Michael Wehrle said institutional investors "are increasingly looking for long-term private credit opportunities that combine returns and diversification with access to emerging markets."

BlueOrchard closed a separate $250 million vehicle in September 2026 that this publication reported was built around Solvency UK eligibility, with a development bank paying for the regulatory mapping before capital was called. The new fund is described differently: the announcement points to redemption windows and the MCPP co-lending pipeline.

IFC Managing Director Makhtar Diop framed the initiative as a way to stretch limited public money: "Emerging markets need trillions of dollars to invest in their development—far more than public finance can supply." The structure leaves IFC in the origination seat with institutional capital alongside it, the mechanism this publication has argued development banks use to bring private capital into assets it has otherwise avoided.

The companies also said emerging-market debt fundamentals have strengthened over the past two decades, citing improved regulation, stronger governance and declining default rates. That is the sponsors' characterization of the asset class rather than an independent finding.
