It allocates $84 million to SA-H2's construction equity tranche and $56 million to SDG Namibia One.

At a glance

  1. The GCF board approved the allocation at its 46th meeting in Songdo, Republic of Korea, held Oct. 26-29.
  2. The capital moves through GCF's Southern African Industrial Decarbonisation Facility, which the Development Bank of Southern Africa oversees as Accredited Entity.
  3. For an allocator offered a later CI3 or SA-H2 vehicle, the key due-diligence question is what sits above the first-loss cushion and what happens when it is drawn down.

The Green Climate Fund approved $140 million in catalytic financing for Climate Fund Managers' Climate Investor Three, the blended finance manager's global industrial decarbonisation facility. The GCF board approved the allocation at its 46th meeting in Songdo, Republic of Korea, held Oct. 26-29.

The capital moves through GCF's Southern African Industrial Decarbonisation Facility, which the Development Bank of Southern Africa oversees as Accredited Entity. The $140 million is split between two Southern African vehicles: $84 million to SA-H2 Fund's Construction Equity Tranche, which funds projects through construction, and $56 million to SDG Namibia One Fund. Of the Namibian allocation, $15 million goes to SDG Namibia One's Development Tranche for early-stage work and $41 million to construction equity.

For an allocator offered a later CI3 or SA-H2 vehicle, the key due-diligence question is what sits above the first-loss cushion and what happens when it is drawn down. Catherine Koffman, GCF's regional director for Africa, described the money as catalytic first-loss equity deployed "where risk is highest." Concessional capital absorbing the first loss is what pulls private money into these markets, a dynamic ESG Capital Daily examined in September as development finance institutions leaned harder on private climate capital.

Koffman said the facility targets a $1.2 billion programme across South Africa and Namibia, 30 to 40 projects, about 1.52 GW of installed renewable energy and an estimated 24.2 million tonnes of avoided emissions. She said it is GCF's first platform dedicated to decarbonising industrial value chains in Africa.

CI3's mandate covers green hydrogen, ammonia, methanol and the decarbonisation of hard-to-abate industries. Its Development Tranche has initial commitments of EUR 150 million from Invest International and the European Commission. SA-H2 held a R3 billion (about $182 million) first close in August 2026.
