Flagstaff's roadmap search points to planning before deals

A thin municipal consultant search shows the P3 market busy commissioning advice before signed projects appear.

At a glance

  1. Before there are bidders, there are advisers, and this is the municipal end of the P3 market: a city bringing in outside advice before a project exists.
  2. The item describes no request for proposals, names no private partner, and mentions no delivery model, and Flagstaff has not said whether its investment roadmap will weigh public delivery against a private concession or whether it is contemplating a P3 at all.
  3. The advisory work is at least as visible as the deals, and that imbalance is the market's current character.

P3 Bulletin reports that Flagstaff is seeking consultants for an investment roadmap, a thin headline in the outlet's market roundup that says nothing about the roadmap's scope, the city's budget, or the timing of the work. Before there are bidders, there are advisers, and this is the municipal end of the P3 market: a city bringing in outside advice before a project exists.

The item describes no request for proposals, names no private partner, and mentions no delivery model, and Flagstaff has not said whether its investment roadmap will weigh public delivery against a private concession or whether it is contemplating a P3 at all. The coverage leaves those questions open.

That same roundup is full of comparable engagements, with advisers sought for an amphitheater project and a Canadian waterfront development, consultants sought for Panama's public transport decarbonization program, and GDOT looking for advice on an alternative delivery program. Those advisory entries sit alongside real transactions, including a green light for a $290 million Colombia highway P3 and John Laing's entry into US water. The advisory work is at least as visible as the deals, and that imbalance is the market's current character.

In aggregate, the small entries matter, because the consultancy layer is often the first place an infrastructure pipeline shows itself. Flagstaff alone would not justify much attention, but alongside a series of similar searches it starts to describe a market preparing ground. This publication has argued before: P3 machinery is outrunning the deal sheet. State DOTs, senators and fund managers are staffing up while flagship road deals stay stuck in local politics and federal transportation money runs on a stopgap; Flagstaff is that pattern at city scale.

The search's value will be proven only when Flagstaff publishes the roadmap and says whether any of its recommendations are worth procuring. Until then, the reasonable read is to treat this as planning activity, not deal flow, because a market short of signed projects needs early interest but the discipline is in not counting advisory searches toward the pipeline. The number that matters is not how many consultants respond to the city; it is how many roadmap recommendations become requests for proposals.
