Eve and Fluence seal 206 GWh with no price attached

Storage's scarce input is a connection date, and a cell-supply framework buys none of it.

At a glance

  1. Read by its unit, 206 GWh measures a volume of cells rather than a project, and a framework with no schedule has no annual rate, which makes this a supply-side figure first and an infrastructure commitment only once someone publishes what it obliges.
  2. Renewables Now ran four deal-announcement items in the month to Sept. 20, roughly the pace at which the sector writes headlines it cannot yet check, and in each case the announcement was the deliverable.
  3. Grid permission is the underwriting asset in this market — queue positions and interconnection contracts price before electrons do — and a cell-supply framework buys none of it.

Eve and Fluence have sealed a 206-GWh battery framework agreement, per a Sept. 23 headline from Renewables Now, and that number is the whole of the disclosure: no price, term, delivery schedule, or site appears anywhere in the item, and the headline names the nationality of one party and the business of neither. Read by its unit, 206 GWh measures a volume of cells rather than a project, and a framework with no schedule has no annual rate, which makes this a supply-side figure first and an infrastructure commitment only once someone publishes what it obliges.

The quarter has produced a run of these: Masdar and Luxcara's EUR5bn tie-up carried a headline number and two technologies, with no capacity, counterparty, or structure attached; Alcazar closed 131 MW of wind financing without a price, an offtake, or a lender; and Blacktail and RayGen named a state and partners for a Texas hybrid and left out capacity, buyer, and price. Renewables Now ran four deal-announcement items in the month to Sept. 20, roughly the pace at which the sector writes headlines it cannot yet check, and in each case the announcement was the deliverable.

Grid permission is the underwriting asset in this market — queue positions and interconnection contracts price before electrons do — and a cell-supply framework buys none of it. The scarce input for storage is a connection date, and with the bottleneck sitting in permitting and load-class rules, a 206-GWh headline says more about one side's order book than about how much storage will reach a grid. The risk worth arguing about is that a slipped schedule lands on whoever is holding the cells when it slips.

Fluence had appeared in this publication's tracking once as of Sept. 20, which puts the announcement near the front of that record. What would make the deal legible is unglamorous: a first tranche with a volume and a date, a disclosed offtake counterparty, a price per unit. The blank column has migrated from projects to the cap table this year, and a supply framework gives it one more place to sit. Until one of those numbers arrives, the sector's habit of reading an announcement as evidence of demand goes another quarter untested, and 206 GWh stands as a figure with no clock on it.
