ESA selects OVHcloud and CGI for sovereign Earth observation cloud

OVHcloud will supply the platform layer for a federated system ESA expects to hold more than 500 petabytes of Earth observation data by 2035.

At a glance

  1. The cloud infrastructure will be deployed initially in Italy, France and Germany, with support capabilities operated from Poland, and because OVHcloud already runs cloud regions in all four, the award leans on capacity that exists rather than on any disclosed capital program.
  2. ESA has been assembling Earth observation compute from several directions, having previously selected Equal1 to provide quantum computing and deployed the Bell-1 Quantum Computer at its Φ-lab at ESRIN outside Rome, where the same Frascati site also hosts a Space HPC system built by HPE.
  3. The announcement's multi-million-euro sum without a precise figure creates the same disclosure gap as other infrastructure announced without prices, even if a 30-month government services contract is not a project-finance deal with a lease or an offtake to price.

The European Space Agency has selected OVHcloud and CGI to build Digital EO, an Earth observation information system that federates data, services and processing on sovereign digital infrastructure and feeds scientists, public bodies, businesses and citizens, on a 30-month contract valued at a multi-million-euro sum, the exact figure undisclosed.

OVHcloud supplies the cloud platform for a decentralized, scalable system built to hold Earth observation data that ESA currently expects to exceed 500 petabytes by 2035, a projection that sizes the work more than the contract value; CGI's share of the build is not broken out.

Nicolaus Hanowski, who heads ESA's Earth observation mission management and ground segment department, described the system as a step forward in how such data is managed and used, and as lasting support for ESA and European Commission programs including Copernicus and DestinE; OVHcloud founder and chief executive Octave Klaba framed the award as control over the infrastructure that runs Europe's most strategic programs.

A 30-month term, no disclosed price

The announcement's multi-million-euro sum without a precise figure creates the same disclosure gap as other infrastructure announced without prices, even if a 30-month government services contract is not a project-finance deal with a lease or an offtake to price. Europe's sovereign-compute build has been read mostly through power: Schwarz's €5.6bn Mecklenburg-Vorpommern data center, pairing a 380kV connection with sovereign cloud ambition. Digital EO's constraint, as ESA and OVHcloud describe it, is jurisdictional; sovereignty rules now arrive alongside the bloc's other new tests on computing, including the efficiency ratings Brussels proposed in September, which grade facilities above 500kW on energy, water, grid support and renewables.

The award's geography is already fixed: four OVHcloud regions, one federation, a 30-month term. A second tranche of awards, whenever it comes, will show whether those four regions and one federation can absorb 500 petabytes by 2035.
