Enetron Park announces 250MW Pyhäjoki zoning approval despite municipal board rejection

The developer says construction begins in early 2028 while board minutes record a 5-2 vote rejecting planning for the project.

At a glance

  1. Data Center Dynamics, which reported the announcement, notes that information about the project had previously been undisclosed.
  2. The municipality's own record runs the other way.
  3. Local media, drawing on comments from Enetron Park's park manager, Jarmo Keto, reports that the project will likely not go forward in Pyhäjoki.

Enetron Park has announced on its website that it has approval for its zoning initiative for a 250MW data center in Pyhäjoki, Finland, with construction work set to begin in early 2028. Data Center Dynamics, which reported the announcement, notes that information about the project had previously been undisclosed.

The municipality's own record runs the other way. According to minutes from a meeting of Pyhäjoki's local government board, planning for the project was rejected in a 5-2 vote; the board described the proposal as a data center and energy campus and said no general or local plan covered the project area.

Local media, drawing on comments from Enetron Park's park manager, Jarmo Keto, reports that the project will likely not go forward in Pyhäjoki. Two documents now exist in the same municipality, and they disagree on the question that decides whether anything gets built.

Where the two accounts part is over which instrument carries approval, and there the reporting goes quiet. Enetron says a zoning initiative was approved; the board's stated reason for rejection was the absence of a general or local plan for the area. The two may be describing different instruments, or different stages of one, and the contradiction may close without either side reversing itself. Data Center Dynamics has sought comment and clarification from Enetron Park and from the municipality.

Pyhäjoki, on Finland's west coast in the Northern Ostrobothnia region, has other data center plans attached to it. Damac's Hyperco is also planning a facility in the area, and in September Finnish cloud company Verda detailed plans for a data center in the municipality's Hanhela area.

The imbalance in the record matters to how the file reads. The minutes are a dated account of a vote by a public body; the announcement is the developer's own post. Where they conflict, the board's reason carries more weight, because a missing general or local plan is a document that can be produced and checked.

An early-2028 start date presumes a site, and the minutes describe a municipality that has not planned for one. Nothing in either account was due to be built before 2028, which leaves room for the dispute to be settled on paper before it costs anyone a season. The next check is whether Enetron's approval turns up anywhere other than its own website, and whether the plan the board says is absent gets adopted before the 250MW figure has a parcel under it.

Two documents now exist in the same municipality, and they disagree on the question that decides whether anything gets built.
