The plan pairs those loans with blended finance — public grants mixed with private capital — and risk-sharing tools, and names the Green Gateway as the channel that bundles intermediated lending, risk-sharing and advisory support for SMEs and farmers. It aims to grow volumes through national promotional banks and commercial lenders, provided those lenders can bring forward enough bankable projects.
Three pillars, priority sectors and new tools
The plan rests on three pillars: scaling up investment, investing where resilience matters most and mainstreaming resilience across operations. Priority sectors are water, energy, transport and communication networks, flood protection and early warning systems. EIB Global, the external arm, will focus on Small Island Developing States and Least Developed Countries.
Two delivery tools are new in this phase. ClimateSET, a free web tool built with the Copernicus Climate Change Service, maps location-specific climate hazards. The Group is also widening its Green Checker tool to more adaptation activities; the EIB says the change eases access to intermediated finance for small businesses.
No annual milestones
The plan sets no annual milestones and does not say how the €30 billion splits between EU and partner countries. It warns that investable pipelines remain insufficient — the constraint the loans, advisory, blended finance and risk-sharing structure is intended to address.
The economic case
Research cited in the plan finds each euro spent on adaptation can generate up to €10 in benefits. Under the first plan, annual EIB adaptation volumes almost quadrupled and climate risk management became a core part of operations.
The deal includes two privately owned substations and planned battery storage, with completion expected by the end of this year pending Greek approval.
Eleven commercial banks split 5-, 7- and 10-year facilities, folding four project loans into one structure that Akaysha says adds flexibility for a 6 GW pipeline.
