World Bank backs Paraíba P3 with $50m as DFC approves Jordan water financing

No dollar figure appears for the DFC package, leaving the World Bank's $50 million as the only sized financing in the roundup.

At a glance

  1. Nothing else in the roundup names financing.
  2. Transport's contribution to the list is demand for advice.
  3. Where projects have moved past the search stage, they sit early in the sequence.

Money appears in two lines of the P3 Bulletin roundup, both of them water: the World Bank is backing a Paraíba sanitation P3 with $50 million in financing, and the US DFC has approved a finance package for a Jordanian water carrier, listed without a dollar amount. Nothing else in the roundup names financing. The rest of the list is adviser searches, tender notices, appointments, feasibility work, and two items, from the Bipartisan Policy Center and from Concert, that argue for P3 potential rather than report a transaction.

Transport's contribution to the list is demand for advice. A university in Idaho wants an adviser for a mixed-use P3, advisers are sought for a Canadian waterfront development, and consultants are wanted for an SC innovative financing framework and for a Flagstaff investment roadmap. Those four sit at the front end of the process, and the roundup attaches no project cost, no term sheet and no sponsor's equity to any of them; whoever wins those mandates will be scoping assets that no line says anyone has agreed to fund.

Searches, tenders and appointments fill the rest of the list

Where projects have moved past the search stage, they sit early in the sequence. Contra Costa Transit Authority is exploring a P3 for mobility hubs, Jamaica has tendered an agricultural logistics hub, a contractor is on board for a Peru healthcare P3, a concession is planned for a Colombian airport and a feasibility study is underway for a leisure plan in Cali. Tenders, appointments and intentions, with no cost attached to any of them in the roundup.

The appointments point the same direction. A former Metrolinx chief is joining the Alto project, Equitix has appointed a capital formation lead, and Accenture has launched Construct, an infrastructure advisory business. When the visible output of a market is advice for projects nobody has yet priced, adding advisory capacity is a rational bet on where the mandates land rather than evidence that they already have; that is an inference from the list, not something the list states.

Which of these lines acquires a number first is the thing to watch. Only one entry in the roundup carries a financing figure, the World Bank's $50 million for Paraíba sanitation, and the DFC's Jordan approval shows that a package can travel through the list with no amount beside it.
