Development banks are writing this market's only priced deals

The DFC's Jordanian water package joins the World Bank's Paraíba financing as the file's only money items, leaving the domestic pipeline in mandate form.

At a glance

  1. Put it beside the World Bank's $50 million financing for the Paraíba sanitation P3 and the file's only two money items are both water, both anchored by a development bank.
  2. The rest is preparation: Accenture has launched a Construct infrastructure advisory business, Equitix has appointed a capital formation lead, a Squires P3 veteran has taken a Washington leadership post, a former Metrolinx chief is joining the Alto project, and senators have introduced legislation to expand infrastructure financing tools.
  3. All month the file has carried the same shape.

The US DFC has approved a finance package for a Jordanian water carrier, P3 Bulletin reports, and that headline is the most concrete item in the outlet's current file—carrying no amount, no pricing and no name for the carrier beyond that description. Put it beside the World Bank's $50 million financing for the Paraíba sanitation P3 and the file's only two money items are both water, both anchored by a development bank.

Beneath those announcements sits the usual queue of studies and searches—Cali wants partners for an indoor sports complex, Contra Costa's transit authority is exploring P3 for mobility hubs, advisers are being sought for a Canadian waterfront development, and consultants for a Washington station expansion and a Flagstaff investment roadmap. Jamaica has an agricultural logistics hub out to tender, a Peru healthcare P3 has a contractor on board, and Colombia has an airport concession planned. Not one of those carries a figure.

All month the file has carried the same shape. The capital goes to water while the people go to stations whose politics have not cleared. The World Bank financing stood as the sole commitment in a file otherwise composed of mandates. Private sponsors have rotated toward water too — we flagged John Laing's first US water deal in August — and that rotation is the reason the DFC headline matters. The machinery keeps outrunning the deal sheet, and the assets that reach signature are the ones with an agency credit anchoring them.

Development banks, not private sponsors, are the counterparty of record in what this market currently shows — a statement about underwriting capacity rather than appetite. A water concession in Jordan or Paraíba clears because an agency credit anchors it and the revenue case is settled upstream; a municipal sports complex or a transit mobility hub has to find a revenue story a local government will sign, which is why those sit in feasibility while the water deals print. Watch whether the DFC package surfaces with terms, and whether a privately anchored P3 in a future file arrives with a price. Until one of those lands, the only number in the file remains the World Bank's $50 million.
