Bosnia's EPBiH awards 50 MWp solar contract but names no contractor or price

A Bosnian utility has awarded a 50-MWp solar construction contract, and the record stops short of the counterparty, the price and the site.

At a glance

  1. The coverage names no contractor, no contract value, no site, no commissioning date and no offtake arrangement, leaving the capacity figure as the only quantity and no way for a reader to price the plant.
  2. A construction award is where a project acquires its EPC counterparty and, usually, a fixed price, the two facts a lender, insurer or secondary buyer needs before underwriting anything.
  3. The quarter has been full of announcements shaped like this one: Alcazar closed 131 MW of wind financing with no tariff, offtake counterparty or lender attached; Blacktail-RayGen's Texas hybrid named its partners and a state but no capacity, buyer or price; EDF's 400 MW of Nevada solar PPAs came with no terms.

Renewables Now reported on 11 September that Bosnia's EPBiH has awarded the construction contract for a 50-MWp solar farm, and the headline is nearly the whole of the record. The coverage names no contractor, no contract value, no site, no commissioning date and no offtake arrangement, leaving the capacity figure as the only quantity and no way for a reader to price the plant.

A construction award is where a project acquires its EPC counterparty and, usually, a fixed price, the two facts a lender, insurer or secondary buyer needs before underwriting anything. Bosnia's award arrives without either one, so construction debt, insurance and any later sale must all price off an EPC contract with no value in the record. The record is a procurement milestone: evidence that the utility intends to build, and silence on what the build costs and who carries the risk of it costing more.

The projects are not necessarily troubled; the disclosure stops where the money starts. A milestone without a price is a financing event, not proof of infrastructure, and readers keep mistaking the first for the second.

A Bosnian utility is worth logging because it pushes the pattern past private developers and into public procurement, where a named buyer and a stated capacity give the announcement a solidity a sponsor's release rarely has. Price, counterparty and schedule are still absent. Nor does the coverage say whether the plant has a grid connection, and connection is where solar risk increasingly sits, a shift this publication flagged when Australia's $76m grant for solar research landed against a queue that had become the binding constraint. Victoria's withdrawal of a planned renewable zone, with no reasons and no capacity figure published, shows how quickly that risk lands on the developer holding the land.

The next place to look is Bosnia's public procurement record for the EPC counterparty and the contract value; until they surface, the award tells the market only that EPBiH intends to build.
