Austin tower sells to three-name JV, no price prints

A renovated 267,956-square-foot Class A tower changes hands without a number, leaving downtown Austin's repricing on hold.

At a glance

  1. KBS has completed the sale of 515 Congress, the 26-story, 267,956-square-foot Class A tower at Congress Avenue and Sixth Street, to a joint venture of Palmatum Ventures, AQUILA and Glendon Capital Management.
  2. Over its hold, KBS put more than $15.5 million into capital and base-building work — lobby, tenant lounge and conference renovations, elevator modernization — and across the tower that works out to roughly $58 a foot of improvements sitting in the basis before a dollar of JV equity.
  3. As this publication has argued, office finds a clearing mechanism only where a trade prints, and the trades printing now are assembled rather than competed for — a check split between an operator, a generalist and a capital partner, which suggests no single core bid arrives with the whole number.

Office clearance in downtown Austin is taking the shape of three buyers. KBS has completed the sale of 515 Congress, the 26-story, 267,956-square-foot Class A tower at Congress Avenue and Sixth Street, to a joint venture of Palmatum Ventures, AQUILA and Glendon Capital Management. Connect CRE first reported the transaction and described it without a price; JLL Capital Markets brokers Mike McDonald, Jonathan Napper, Ryan Stevens and Drew Fuller represented KBS. The seller is KBS Real Estate Investment Trust III, and the capital already inside the building is what a buyer has to underwrite around.

Over its hold, KBS put more than $15.5 million into capital and base-building work — lobby, tenant lounge and conference renovations, elevator modernization — and across the tower that works out to roughly $58 a foot of improvements sitting in the basis before a dollar of JV equity. The floor plates run around 10,300 square feet, and the tower stands within walking distance of the Texas State Capitol and downtown dining, retail and hotel amenities. A renovated Class A asset at that address drawing three equity signatures rather than one says something about the current bid.

As this publication has argued, office finds a clearing mechanism only where a trade prints, and the trades printing now are assembled rather than competed for — a check split between an operator, a generalist and a capital partner, which suggests no single core bid arrives with the whole number. That read cuts against the instinct that a REIT exit at a Class A address means the office bid has returned.

What the market does not get is a number: the asset clears, the seller exits, the JV owns the basis, and no comp enters the pool. Every other owner on Congress Avenue keeps pricing against listing math and vacancy-adjusted guesses, exactly where they stood before the deed changed hands, because a trade announced without a price is a headline, and headlines do not reprice a submarket. The mechanism works property by property and fails as a market signal until someone publishes a figure.

The figure will surface eventually, in KBS REIT III's reporting or the appraisal cycle that has to mark the JV's basis. Whichever lands first is the number downtown Austin will trade against; until it does, the bid exists in three-way form and sellers know nothing about what it pays.
