AM Best holds PrimeOne's ratings, keeps review open

The B- and bb- ratings are unchanged, and so is the question of where they go next.

At a glance

  1. The B- (Fair) financial strength rating and the 'bb-' (Fair) long-term issuer credit rating stay put, and so does the 'under review with developing implications' designation.
  2. Developing implications is AM Best's most open-ended review designation.
  3. Rating triggers have no entry for 'under review.'

AM Best did not move PrimeOne Insurance Company's ratings in its Aug. 20 note. The B- (Fair) financial strength rating and the 'bb-' (Fair) long-term issuer credit rating stay put, and so does the 'under review with developing implications' designation. The note changed nothing on the page, and it resolved nothing for anyone waiting on a decision.

Developing implications is AM Best's most open-ended review designation. It leaves room for an upgrade, a downgrade, or a return to a stable outlook, and it tells counterparties nothing about which one will arrive. That is exactly why the market treats it as a cost rather than a placeholder. The designation itself charges nothing. The market does the charging.

That ambiguity has a cost. Rating triggers have no entry for 'under review.' Reinsurance contracts, collateral rules, and investment mandates are written against the rating, and there is only one rating: B-. So every contract has to price the conservative possibility: the rating might go lower before it goes higher.

Other AM Best decisions that same day had a direction behind them. EquiTrust's outlook was moved to stable, ELCO Mutual Life's to positive, and Dhipaya's ratings were affirmed after an earlier review. Those three told the market what came next, in general terms. PrimeOne's case just got a question instead of a direction.

For a carrier at B-, an open question like that has a price. Counterparties will want a fatter margin, a shorter tenor, or more collateral against the chance of a downgrade. Only AM Best can end that discount, and it has not said when it will. Until it does, the developing-implications label amounts to a quiet penalty, and PrimeOne will pay it in the terms of any new capacity it tries to secure.
